The Stimulus Act creates an interest-free funding program for K-12 districts.
Created under the American Recovery and Reinvestment Act of 2009, Qualified School Construction Bonds (“QSCBs”) are an interest-free financing vehicle dedicated to the construction, rehabilitation, and repair of K-12 school facilities.
This nation wide program authorized $11 billion of QSCB funding in 2009 and another $11 billion in 2010. Of this $11 billion, California school districts have been allocated $1.27 billion in 2010.
While the prospect of interest-free financing is attractive and has generated significant interest among the State’s school districts, the amount borrowed under the QSCB program must still be repaid within 15 years – a daunting prospect given today’s budgetary crisis.
